Multi-Tiered Systems of Support (MTSS)

Comal ISD’s Collaborative Vision was established to build partnerships between parents, guardians, and schools to create a strong CISD community.  Our vision is to be an exceptional district where every child is known, safe, challenged and inspired to create their future in an ever-changing world.  Our MTSS department provides support to foster a problem solving culture that utilizes various data to help campuses make decisions at each TIERED level.

A Multi-Tiered Systems of Support (MTSS) is a framework for effectively and efficiently delivering academic, social-emotional, and behavioral resources and supports. The purpose of the MTSS framework is to:

  • Create a culture of excellence and equity;
  • Provide clear and focused instruction, prevention, and intervention;
  • Work toward continuous improvement aimed at results; and
  • Ensure that all students are college, career, and/or military ready (CCMR) upon graduation.

TIERED Levels of Support

Using a multi-tiered approach allows campus MTSS teams to determine the level of intervention the student needs based on data collected. 

  • Tier 1 includes high quality classroom wide instruction and support for all students.
  • Tier 2 provides targeted support to address a student’s gaps in skills.
  • Tier 3 involves intensive support usually provided more often and in smaller groups.
